However, two comments :-
You don't see the comments panel in WinRAR unless you open it full screen, Right-clicking on the file and selecting "EXtract Here" simply prompts for the password. I take your point on the command line option, but its probably not the way most people use winrar.
I still don't see the point in posting encrypted archives with the password, though its certainly preferable to posting them without the password...

On command line "rar e PHP_Developer_s_Dictionary_-_Sams.rar" does the work.
